2026 NACo Legislative Conference Coverage

In 2023, America's counties demonstrated bold leadership and excellence in public service, from the launches of a new Commission on Mental Health and Wellbeing and an Artificial Intelligence Exploratory Committee, to comprehensive, county-led solutions identified by the Housing Affordability Task Force, to hundreds of counties lit up in green for Operation Green Light for Veterans.

As we reflect during the holiday season and look toward the new year, the National Association of Counties (NACo) thanks our members, who have worked tirelessly to lead intergovernmental partnerships and secure tangible, meaningful results for our residents.

Policy Wins

  • Facilitated direct federal investments in America’s counties as we access, apply for and deploy resources from the American Rescue Plan ActBipartisan Infrastructure Law and Inflation Reduction Act
  • Secured bipartisan, bicameral reintroduction and Senate passage of the Commitment to Veteran Support and Outreach Act (S. 106/H.R. 984), which would provide federal resources to expand the vital work of county veteran service officers 
  • Secured reintroduction of the bipartisan Restore the Partnership Act (H.R. 3480) in the House and continued to elevate the county voice at the federal level by growing the Former Local Elected Officials Caucus
  • Secured the introduction of the bipartisan Rural Partnership and Prosperity Act of 2023 (S. 3309), which would provide tools to rural county governments to overcome barriers to federal funding and resources
  • Secured full funding for the Payments in Lieu of Taxes (PILT) Program for counties with federal public lands, and continued to advocate for a key technical fix to the Support Rural Schools (SRS) revenue-share program to ensure flexibility for national forest counties
  • Secured reintroduction of the Election Worker Protection Act (S. 1318) in the Senate to strengthen federal protections and resources to mitigate threats and harassment
  • Secured bipartisan support through 148 cosponsors bipartisan of the Due Process Continuity of Care Act (S. 971/H.R. 3074) and the Reentry Act of 2023 (S. 1165/H.R. 2400), which would advance efforts to amend the Medicaid Inmate Exclusion Policy 
  • Ensured over 365 counties claimed more than $73 million in Energy Efficiency and Conservation Block Grant funds that can be used to improve energy efficiency 
  • Amplified the county role in housing with key private sector partners, White House and federal agency officials, and congressional leadership through NACo’s Housing Task Force 
  • Offered congressional testimony by more than a dozen NACo members advocating for county priorities on issues such as wildfire and public lands management, infrastructure, economic development, safety net programs and more
  • Secured introduction of the bipartisan, bicameral National Flood Insurance Reauthorization (NFIP-Re) Act (S.2142/H.R.4349), which would reauthorize the NFIP for five years and make meaningful reforms to the program
  • Secured significant permit streamlining, increases in local involvement and flexibility, funding for rural community aviation programs, and noise mitigation in both the House and Senate versions of the Federal Aviation Administration (FAA) reauthorization, and defeated an amendment that would have zeroed out the Essential Air Service program
