    Counties are a rich target for attackers given the amount of critical data in county systems. However, the cyber skills gap and funding challenges often prevent counties from being able to enact appropriate cyber defense measures.

    As the volume of cyberattacks increase, threat actors change their tactics to stay ahead of their targets. Many industry experts note that the prevention focus is not sufficient -- that increasingly, government and commercial organizations should assume their prevention measures will be broken through and that threat actors will be able to get inside their systems and thus organizations need to pay attention to resilience.
