In 2005, Public Works Department made a long term commitment to a process of culture change by launching a comprehensive initiative called “Values Management.” The goal of Values Management Initiative is to enhance the quality of the workplace by managing shared values and incorporating them into the culture of the department by striving to achieve alignment between existing and ideal organizational values, setting the expectations of how each employee is expected to behave, identifying changes that are necessary and establishing mechanisms that will help improve systems and practices leading to a healthier, more inclusive workplace. The program has enabled the department to turn challenges into opportunities and improve the culture of the organization while at the same time improving performance, innovation, and customer service in one of the most diverse community in the nation.
