On November 30, 2015, Maricopa County implemented the first comprehensive personnel reform to its Employee Merit System in decades. These changes enhance Maricopa County’s ability to make quality hires and retain a high performing workforce by increasing the efficiency and effectiveness of hiring and performance management without abandoning merit principles. Improvements have been observed in the efficiency of interviews, time to fill, and the percent of referred applicants successfully hired across a sampling of positions. Additionally, position reclassification efforts made to advance the use of performance based management have been successfully executed and continue to show progress, ensuring the right employee in the position that best matches their skills and talents. By improving the administration of the Employee Merit System, Maricopa County positions itself to best respond to today’s workforce needs.
