In 2007, Organization Effectiveness Division was created to assist Wayne County departments in developing strategic methods for making decisions, implementing policies, and engaging in processes improvement activities. In this challenging economic environment all local units of government are competing for scarce resources and are striving to provide more services with less money. The goal was to find efficiencies and work with departments to ensure that the efficiencies created led to cost savings or operational efficiencies for all county agencies. In its first year, the Division has been successful in identifying and implementing methods that have generated cost savings of over $3 million in the Department of Public Services by identifying and implementing strategies that have led to improved efficiencies and operations. The Division also has developed a method of tracking key indicators that are often symptomatic of workplace problems. Identifying trends in that data will allow Wayne County to proactively identify areas of concern before morale and work reduction becomes an issue. In its first year of operation OE has had a significant impact on a variety of Wayne County departments, most notably the Department of Public Services. Through evaluation, trend analysis, and training OE was able to recommend specific objectives that will save the department $3.8 million in operating expenses for this fiscal year.
