It is not unusual to find Honolulu City and County departmental personnel tasked with drafting legislation, despite having little, if any, legislative drafting background. To promote interdepartmental cooperation and support this process, as well as to ensure sound legislation with proper structure, the Office of Council Services developed the Legislative Drafting Seminar Series for City personnel. Aimed at the novice or beginning drafter, the curriculum explains how to begin drafting once a City agency has an idea for legislation, the basic structure for bills and resolutions, the Ramseyer format, and required language. The curriculum also developed electronic templates and a new reference tool, the Legislative Drafting Quick Guide.
