San Diego County Health and Human Services Agency’s (HHSA) Long-Term Leave Program produced a proactive and interactive way to simplify and standardize the process of employees who are out on long-term unpaid leaves of absence and reduce the amount of staff out of compliance with the Compensation Ordinances governing long-term Leaves Without Pay (LWOP) while also providing a tool for tracking staff on long-term leaves. The process has been reduced to interactive flow charts, which have instructions and sample letters embedded in each step of the flow chart. This allows for standardization of the process and communication, and also reduced the amount of paperwork needed for each step of the process. As a follow-up, HHSA’s Leave coordinators send out a weekly Leave report to the Departmental Human Resources Officers (DHROs). This allows DHROs to easily monitor all staff on leave, to ensure that all staff are in compliance with Compensation Ordinances and to know which cases need some sort of action to take place on a weekly basis. This program, through simplification, standardization and accountability, has allowed HHSA to more efficiently use its budgeted positions in times of tight budgets and scarce resources.
