One of the biggest expenses any employer faces is the cost of educating employees about new technology, issues, or topics. With the use of technology, Multnomah County developed a cost-effective computer-based training system in-house, focusing on procurement and contracting purposes. The county developed the capability and is delivering computer-based training in-house at a low cost. Beginning with research on off-the-shelf course development software, Multnomah County identified that their computer-based learning system can be attained through freeware programs. With freeware and low-cost software, Multnomah County attained a Learning Management System and was able to achieve a 69% savings over contracting the work out. The computer-based training allowed the county the flexibility to deliver needed business training to 120 Contract Administrators to fit their individual schedules.
