The County of San Diego’s Department of Human Resources (DHR) implemented a procedure to process applications in a timely manner with fewer staff. Human Resources created a process in which it implemented steps, guidelines, and training for staff on the new procedure. By using the scoring plan in NEOGOV, the County’s job applicant tracking system, and implementing new processes that fell within the County’s guidelines, staff automated some of the application review. The feature allows staff to build a scoring plan using cases and supplemental questions to determine eligibility and rating automatically. The County receives over 90,000 online applications annually. That number has been growing every year. In order to try to process the applications more efficiently, Human Resources staff started using the Autoscore feature whereby applicants' responses to a series of questions enables staff to maintain timely processes by screening out those who do not meet minimum qualifications.
