Seven County Teams to Implement Affordable Housing Solutions

WASHINGTON – The National Association of Counties (NACo) and Smart Growth America today announced the launch of the third Counties for Housing Solutions (C4HS) cohort. The seven selected county teams will implement strategies to increase housing supply, bringing down rents and creating pathways to upward economic mobility for county residents.
NACo created C4HS to help counties implement recommendations from its Housing Task Force, chartered in 2023 to address America’s housing crisis. The program’s “sprint” structure challenges counties to achieve measurable progress in just 14 weeks. Over the course of 2024 and 2025, NACo has administered three C4HS cohorts, with this third cohort focused specifically on helping counties streamline zoning ordinances to develop affordable housing.
“NACo’s Housing Task Force laid out actionable ways for counties to address our nation’s housing crisis. Now, Counties for Housing Solutions is seamlessly supporting counties in following that road map,” said NACo Executive Director Matthew Chase. “We look forward to sharing learnings from this cohort as we work to enhance housing affordability and improve residents’ quality of life in counties across America.”
The teams selected for this cohort are:
- Big Horn County, Mont.
- Greenbrier County, W.Va.
- Miami-Dade County, Fla.
- Montgomery County, Md.
- Rice County, Minn.
- San Joaquin County, Calif.
- St. Tammany Parish, La.
- Taos County, N.M.
C4HS is part of NACo’s larger Counties for Economic Mobility initiative, which advances practices for equitable upward economic mobility to move individuals and families out of poverty. The initiative is funded through a grant from the Gates Foundation.
