Mecklenburg County developed Team Plan Review from a request by the Design Professional Community. The request wanted to have the appropriate trade inspectors present at the preliminary review and subsequent plan review. The intent was to reduce key code-related items which may arise during the construction of a project. The customers recognize that plan reviewers focus on helping them work through problems; at the same time, they also realize that the inspectors deal with the full scale model. There are issues that plan reviewers are not able to identify when reviewing a 2 dimensional set of drawings and are not privy to actual field conditions. The general feeling from these discussions is that, on some projects, it would be beneficial to have more interaction between the plan reviewer and inspectors up front on projects, before they gain their permit.
