As a result of Spotsylvania County Virginiaâs November 2005 Transportation Bond Referendum, the County Administration and Board of Supervisors adopted an FY 2007 budget that included a small Department of Capital Projects Management to manage the implementation of the Campus Master Plan â phased implementation of land acquisition, long range planning, design, public involvement and construction of judicial, law enforcement, emergency management, and government services in the historic Spotsylvania Courthouse area.Spottsylvania County used a modified contracting approach to build a master campus for their public safety operations. The model used is based on Alexandria City's procurement model, but used the State of Virginia Bureau of Capital Outlay Management General Conditions for construction instead of the Architect's Institute of America general conditions. The basic model is to hire the architect to create the design and then sent the design to contractors to fulfill the construction phase of the project. They controlled procurement of furniture and office systems through the Architect of record and used the IT department to oversee the wiring, cabling etc. The result was a project that costs over $5,000,000 less than budgeted.
