When Gwinnett County GA adopted a new solid waste and recycling program in July 2010, it affected a majority of the 859,000 residents who live in unincorporated areas. The program involves five private companies (haulers) who were each serve an assigned territory within the 437 square-mile county. The County sets the price that residents pay and bills for the service with the annual property tax. Those initial decisions created the need for a centralized billing office to coordinate services.
