Quality Service Review (QSR) is a qualitative evaluation process that examines case practice from the lens of client outcomes and system performance across all programs in Montgomery County’s integrated Department of Health and Human Services to learn what is and is not working in case practice, for which clients and the reasons behind the results. Through case record review and in-depth interviews with clients, their service providers and significant others, DHHS gains valuable information at a “point in time” about the client’s status and the system’s effectiveness in serving the client. QSR focuses on practice and results and is used to help guide changes that will improve quality in service delivery.
