The Riverside County Public Safety Enterprise Communication (PSEC) System began voice operations in the fall of 2013; voice radio component was successfully cutover in January 2014. PSEC replaced the legacy MACOM-Harris 800 MHz EDACS, which has operated for 20 years. County departments that are currently subscribed to PSEC include the Riverside County • Sheriff, District Attorney, • Probation Department, • Fire, • Animal Services, • Transportation and Land Management Agency – Transportation and Code Enforcement • Parks • Department of Mental Health Additionally, mutual aid/ interoperability support is rendered to County cities, adjacent counties, state and federal agencies. Other County cities are currently contemplating partnership as a PSEC subscriber. PSEC was a $150 million Motorola 7X turnkey project, which required the construction of 50 new communication sites and towers. Twenty-five existing sites were remodeled and elevated to present day standards. The site acquisition process was lengthy due to negotiations with federal agencies, tribal agencies; developing ingress and egress to sites; and providing for commercial power where it was feasible. The project also met all State and Federal environmental requirements. Two new radio sites in Arizona were directly negotiated with the Colorado River Indian Tribe. These sites are critical for Riverside County radio coverage adjacent to Arizona while providing mutual aid radio capability for the Indian reservation. The PSEC system is one of the few wide area systems nationally which employs P25 Phase II TDMA technology with a complete 700 MHz narrowband spectrum.
