Palm Beach County’s Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) was operationalized in October 2020 with the aim to reduce overdose deaths, promote public safety, and support access to treatment and recovery services in the criminal justice system. COSSAP’s primary focus is on achieving housing stability for criminal justice involvement individuals at high risk of overdose, given its key predictive value in achieving long-term recovery outcomes. COSSAP expedites recovery support services and also provides housing vouchers, care coordination and flex fund support.
