The Orange County Board of Supervisors recently approved recommendations to implement the ‘OC Brand’ for County departments and reorganization to establish OC Infrastructure to include OC Public Works, OC Community Resources, OC Waste & Recycling, OC Dana Point Harbor, and the Registrar of Voters. The OC branding and organizational modifications better positioned the County to accomplish its Strategic Focus, Goals, and Cultural Values. Orange County achieved a $12 million savings and instituted balanced scorecard performance measures. The public benefitted from enhanced access to services, improved delivery of quality services, and cost savings and efficiencies to optimize the use of limited available resources. The County broke down bureaucracies and accelerated management action to operate in the most efficient, accountable, and responsive manner possible. The reorganization improved the span of supervision, enhanced administration of processes, expedited project delivery, fostered innovation, and maximized funding sources. Development opportunities and resources were enhanced for staff so that they could more effectively serve their customers. Equity issues were addressed in terms of duties, responsibilities, and work assignments. Mentoring and succession planning was a priority for preparing for the challenged associated with enabling the County to retain and attract the best and brightest.
