Fugitive dust from unstable or disturbed dirt surfaces (such as construction areas and vacant lots) are the largest man-made challenge to Maricopa County maintaining compliance with the particulate matter air quality standard. Maricopa County Air Quality Department (MCAQD) Air Pollution Control rules establish dust control measures that must be met by property owners and operators. As training and education are the foundation of MCAQDâs compliance assurance practices, rules require certain construction site personnel to periodically receive âBasic Dust Control Trainingâ from MCAQD. This training has historically been available only in a classroom setting. By teaming with customers and jointly developing the Online Basic Dust Control Training option, MCAQD was able to achieve the following objectives: ⢠Further advance lean, efficient government and outstanding customer service by providing convenient 24-hour online access to required training; ⢠Increase training capacity without increasing costs to the department or the regulated community; ⢠Prevent pollution that would otherwise result from customers unnecessarily travelling to/from central classroom training locations. Since implementation in September 2014, 687 customers have completed their required Basic dust control training online. Hundreds of MCAQD staff hours have been redirected to other air pollution protection efforts. Further, customers have saved thousands of hours of travel time, and have avoided approximately 35,000 miles of unnecessary travel and 500 pounds of pollution as a result.
