The Montgomery County Office of Ex-Offender Reentry (MCOER) was created in May 2010, and supports the recommendations of the Montgomery County Community-Wide Reentry task Force, which established through Board of County Commissioners (BCC) resolutions on February 26, 2008 cCo-chairs Judge Water H. Rice, United States District Court, and Montgomery County Commissioner Deborah Lieberman led the two-year effort with over 200 participating community stakeholders including elected officials, service providers, law enforcement, court personnel and judges, public defenders,, probation and parole officers, faith-based providers, business leaders, media representatives, and ex-offenders to address recidivism reduction in Montgomery County and to promote public safety. As a result of this combined reentry efforts, Montgomery County received approximately $720,000 in Second Chance Act funding via the Ohio Department of Rehabilitation and Correction (ODRC). Additional county support was received from the Montgomery County Family and Children First council (FCFC) for the creation and implementation off the MCOER – Welcome One-Stop Reentry Center in an effort to implement the 5-year strategic plan to reduce recidivism in Montgomery by 50 percent and create community connectivity to supportive services to at least 50 percent of the target population by 2015. “A Blueprint for Reducing Recidivism in Montgomery County, Ohio,” a report published in October 2010, outlines this initiative.
