Livingston County, NY used an efficient project management team to create a high-level strategy of the planning and implementation of a seamless and expandable interoperable emergency communications system. The strategy identified many issues negatively impacting communications throughout the county and then focused on inter-county, multi-jurisdictional radio coverage and interoperable communications into adjoining counties. This âbuilding-blockâ approach allowed the county and its neighbors to engage in a seamless expansion that may be developed over several budget cycles without the need for forklift upgrades or wholesale equipment change outs. The new communications system addressed the need for additional frequencies as well as on-going communications with state, federal, and regional partners on all frequency bands within the Finger Lakes Region.
