“Silos” and “turf” are two terms you often hear to negatively describe bureaucracy. These can be major impediments to a functioning government of any size, because various agencies don’t talk to each other or work together enough. Anne Arundel County established Core Groups in 2015 in order to facilitate better communication and collaboration. These five groups meet monthly with the County Executive to exchange ideas and update each other on various initiatives.
