The Comprehensive Assessment and Master Plan Project (CAMPP) was a collaborative effort of approximately 80 employees of the Wayne County Department of Environment Facilities Management Division, the 30 customer communities served by the division, the labor unions representing FMD employees and a consulting team. Each had a stake in the process and was committed to helping FMD become the âProvider of Choice.â The 18-month project took an in-depth look at every administrative and operational element of the business process and compared each component to the best in class. An implementation plan, with more than 200 recommendations, was identified to help close the gap between the organization and the best in class. After implementing a number of recommendations, they successfully reduced staffing by 41%, decreased layers of management, reduced over time (88%), reduced grievances, decreased absenteeism, increased permit compliance (35 straight months of compliance), increased flexibility in the workforce, and increased customer confidence. It was through the commitment of staff and improved intergovernmental cooperation in identifying problems and implementing solutions that led to the success of CAMPP. As a result of the project, Wayne County has saved $10.2 million at our Downriver Wastewater Treatment Facility, the second-largest treatment facility in the state of Michigan.
