Montgomery County, Maryland, has created the first agency in the United States that focuses on the needs of its condominium, homeowner, and cooperative housing associations. This is the Common Ownership Communities Program. The program offers a quasi-judicial dispute resolution program for complaints between associations and their members, it provides education to associations and their members on good governance, and is an advocate for the interests of those associations before legislative bodies and other agencies. The program is funded entirely through annual fees of $3 per unit/home, which are collected by registering all the associations.
