About the Program

Category: Financial Management (Best in Category)

Year: 2010

The County of San Diego Health and Human Services Agency (HHSA) contracts with over 500 organizations and maintains 900 contracts which accounts for over $400 million per year for contractors who provide essential services for the citizens of the County. Contracts are funded primarily through federal, state, and local resources, all with specific funding regulations and audit requirements. HHSA Contract Support Financial Reviews Unit provides the monitoring of these fiscal resources. Safeguarding the limited funding is essential in order to continue providing needed services to the citizens. Each year, HHSA receives over 200 proposals from community providers in response to open procurements for HHSA services. During the procurement process, HHSA Contract Support Financial reviews Unit reviews and analyzes financial information submitted in the proposals to determine whether or not the provider has the proper resources and accounting system to meet the contracts recording and services requirements. This information, along with the results of prior fiscal reviews, is shared with the selection committee to help in the procurement process.
