The DOCR implemented a policy that allows incarcerated individuals in the county’s work release program to use cell phones to expand their opportunities to find work and to maintain contact with family members. The policy was carefully researched and implemented and has resulted in an increase in the percentage of individuals working at the Pre-Release program, and also reduced the number of contraband cell phones brought into the facility.
