In Maricopa County, officials sought to increase the accountability of the local court systems. In response, the County Clerk’s C2C (Court-to-Court) project implemented the electronic transmittal of the Record on Appeal to the Appellate Courts (Court of Appeals and Supreme Court) thereby eliminating a costly and labor intensive paper-centric process. Prior to implementing this electronic transmittal, all Records on Appeal were disassembled, copied, indexed, and rebuilt in order to send multiple paper copies to the Appellate Courts. The electronic process now enables the Clerk’s Office to electronically assemble an index of current electronic court records, associate those records to the index, and transmit the index securely to the appellate court. The project responded to the Clerk’s need to reduce costs and increasing demand from the State Appellate Courts to receive the Record on Appeal electronically to aid in the electronic viewing of case records and reduce their burden/cost for imaging those paper records. Implementation of this electronic process allowed the Clerk’s Office to dramatically reduce its costs, including the elimination of two full time positions, during a critical time of financial crisis within Maricopa County. The Clerk’s Office has realized an annual savings of $115,000.
