Key Takeaways

On June 17, NACo joined National League of Cities (NLC), United Stated Conference of Mayors (USCM), International City/County Management Association (ICMA), National Conference of State Legislatures (NCSL), The Council of State of State Governments (CSG), Government Finance Officers Association (GFOA), National Association of Development Organizations (NADO), Association of Metropolitan Planning Organizations (AMPO), and National Association of Regional Councils (NARC) in requesting Office of Management and Budget (OMB) Director Russell Vought for a 45 day extension for public comments to OMB’s proposed revisions to Title 2 of the Code of Federal Regulations (2 CFR), Part 200, Subtitle A, commonly referred to as Uniform Guidance – that regulates federal grants.

See Coalition Letter

The coalition letter explained that adequate time for stakeholder engagement is essential to ensure that comments submitted reflect the on-the-ground realities of implementing federal programs at the local level and that given the expansive scope of the proposal, local governments and states need at least forty-five more days to provide substantiative feedback with comments due on July 13.

NACo hosts education webinar on OMB’s proposed rule to Uniform Guidance

The same day NACo hosted an educational webinar with GFOA, NLC, USCM, ICMA, and the International Municipal Lawyers Association (IMLA) providing state and local officials with an overview of the proposed rule with only a total of 45 days to make comments on the 108 pages of dense new regulation. The webinar event was attended by 1,962 people out of the 2,452 registered.

Participants joined an interactive webinar where they were prompted key questions to participants to help develop a Frequently Asked Questions (FAQs) for local governments to help provide orientation and to submit comments to the Federal Register. Emily Brock of GFOA and Mathew Hansen in affiliation with USCM outlined the key major administrative changes, new and changes to pre-award and post award-award rules and new audits.
