Welcome to the COVID-19 Recovery Clearinghouse

In a major victory for America's counties, the State and Local Coronavirus Fiscal Recovery Funds legislation, part of the American Rescue Plan Act, is now finalized. The law, which NACo helped to develop and strongly advocated to pass, includes $65.1 billion in direct, flexible aid for every county, parish and borough in America. We have secured significant resources to strengthen our communities by investing in small businesses and nonprofits, vaccine distribution, public health and safety, human services, especially for those suffering from domestic violence, mental illnesses and substance use disorders, and much-needed infrastructure, including access to broadband.

We are excited to launch the NACo COVID-19 Recovery Clearinghouse, which houses critical resources for counties, including allocation estimations, examples of county programs using federal coronavirus relief funds, the latest news and more.

Regarding allowable “Use of Funds” in Section 603(c)(1) in the final bill text do you have any questions about what would qualify as a permissible use of funds?

Outside of the specific use of funds listed in the law, what else would you like to be able to use these funds for?

Regarding the restriction of the use of funds in Section 603 of the American Rescue Plan Act do you have any questions about how those restrictions might be implemented?

What information from the federal government would be most helpful for you in spending these funds effectively?

Aside from the Coronavirus Local Fiscal Recovery Fund, what other questions about the implementation of the overall American Rescue Plan Act do you have for the Administration?
