Rachel Merker

Associate Legislative Director – Human Services and Education

Rachel has her Master’s in Public Policy from Georgetown University. Before joining the team at NACo she spent over two years serving as the Director of Policy and Research at First Focus, a bipartisan child advocacy organization, where she specialized in policy analysis and government relations related to federal budget and appropriations policy, child hunger and nutrition and family tax policy. During graduate school, Rachel interned with the Share Our Strength No Kid Hungry Campaign and Prosperity Now and worked as a micro-economics teaching assistant. Prior to living in DC, she spent two years working with an international non-profit in Uppsala, Sweden.
