NACo Analysis for Counties: The Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act (H.R. 6800)
U.S. House Speaker Nancy Pelosi and House Democrats this week introduced the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act (H.R. 6800), the potential next phase of relief for the coronavirus pandemic.
The 1,815 page bill includes many provisions of note for counties. Most importantly, it would provide $187.5 billion in direct relief to counties of all sizes through a new Coronavirus Local Relief Fund, and would address both lost revenue and increased expenditures as the result of COVID-19. County governments would receive approximately $125 billion within 30 days of the bill’s enactment and $62.5 billion in year two.
Investing in counties is a nonpartisan issue because we focus on delivering essential services to our communities. NACo is calling for strong bipartisan support and is encouraged by lawmakers in both parties working together to strengthen federal funding and resources for counties of all sizes. We urge the administration and Congress to unite in supporting relief efforts on the ground.
