Counties are uniquely positioned to drive economic recovery, organize vaccine distribution and execute the local public health response. Yet, the immense scale and growing needs facing counties are far outstripping local resources, leading county officials to dig into local financial reserves, reallocate local resources and make hard decisions to cut non-essential services and staff to stay afloat during these difficult times. NACo’s latest analysis examines the role of counties in the recovery process as local leaders support America’s 10 million unemployed workers amidst the challenges of delivering essential services during a global pandemic.

Aug. 15, 2023 , 3:00 pm – 4:00 pmOn August 10, the U.S. Department of Treasury released their Interim Final Rule (IFR) for the bipartisan State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act (i.e. Cornyn/Padilla Amendment) that allows counties to invest American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Fund (SLFRF) dollars more flexibly towards new transportation and infrastructure projects, relief from natural disasters and eligible projects under the Community, Development Block Grant (CDBG) program. -
