In 2007, the Spotsylvania County Administration and Board of Supervisors adopted a budget that included a small Department of Capital Projects Management to engage the public, establish objective ranking criteria and complete road projects to be accepted into the Virginia Department of Transportation's (VDOT) maintenance system. A critical transportation need is being addressed through the County's administration of the widening of one of the most heavilty traveled roads in the district, using American Recovery and Reinvestment Act (ARRA) funding. The process has expedited the completion of this transportation improvement, and local administartion by the county has enhanced the cost-efficiency of the ARRA funds. The County utilized mailings and web-based information to help improve citizen understanding of the road construction process, which has led to an increased level of credibility and confidence in the County from its constituents. Finally, the communication between the County, the Virginia Department of Transportation, and the Federal Highway Administration throughout this locally administered project has helped to create stronger bonds between government organizations, and foster intergorvernmental cooperation.
