The County Attorney’s Office (CAO) routinely performs collection activities for the County. The collection process is very involved and includes preparation of warrants in debt for filing with the court, appearances in court, and receipt of payments on behalf of the County. The process of preparing the warrants was very tedious and time-consuming and included preparing legal documents (warrants in debt) using pre-printed forms and information from the Accounting Department (AC), an attorney who signed each warrant with a hand stamp, a notary who notarized each warrant, verification of zip codes on the warrants to ensure proper service, and filing 2 copies with the court and mailing a third to the person being sued. The process also involved the need to observe legal time limits which, in turn, created additional pressure on the County Attorney staff involved in the process. Streamlining this collection process became a priority and resulted in creating a process that reduced by 33% the number of man-hours involved in creating the warrants in debt.
