How to serve the rural community with fiber broadband to the home with a public (Prince George County, VA) / private (Prince George Electric Cooperative) partnership using the oversized fiber of an electric company network between electric substations. County has rural underserved area with high median income (no grants), no wireless ISPs, did not want to handle daily operations of the new system. County issued $1,000,000 taxable bond to act as seed funding for third party entity created to oversee operations.
