The Project Journey house Program refers to the San Bernardino County Department of Behavioral Health’s (DBH) new Emergency Shelter supportive housing program funded by Mental Health Services (MHSA) one-time funds. It is a collaborative partnership between DBH and the County’s Housing Authority (HA), in which a Memorandum of Understanding was developed to outline the roles of each agency. DBH submitted a Community Support Services (CSS) plan that was approved by the State Department of Mental Health (DMH) in June 2006. The CSS plan included seven new comprehensive programs called Full Service Partnerships (FSPs) that provide clinical and support services for housing consumers. The CSS plan also included $3.95 million in on-time start-up funds for Project Journey House, a short-term rental subsidies, property management and consultation.. To achieve the housing goals and provide mental health support and rental subsidy services for MHSA, consumers outlined in the One-Time only funds allocation, the collaborative agreement was entered into for the Project Journey House. The collaborative partnership entails DBH offering clinical support services and HA providing property management, voucher oversight, and housing-related services.
