The Flood Control Division of Maricopa County obtains contracts for professional services related to the design and construction of flood control facilities. These services are procured in accordance with state and county procurement codes that require projects to be advertised for bids. Once a project is advertised, companies interested in bidding on a project request a “bid package” from the District. This bid package includes hundreds of pages of project-related documents. Over the years, bid package distribution had become an expensive and inefficient paper-based system. The District’s Contracts Branch, therefore, sought to develop a more sophisticated way for administrative costs, developing a management reporting tool and fulfilling the countywide Green Initiative. Coordination between the Contracts Branch staff and the Maricopa County public Works Information Technology staff resulted in Project Advertisement Manager—a web-based tool for managing project advertisements and improving the customer experience.
