Miami-Dade Countyâs Professional Development Clinics program is a succession planning initiative to address the issue of retiring baby-boomers in the organization. More than 20 percent of county employees are eligible for retirement in the next five years. Miami-Dade County, like any employer, has to deal with accelerated retirement rates of the baby boomer generation. With this increasing brain drain, new leaders have to emerge to fill in the gaps and succeed in transitioning seamlessly to their new roles as leaders of an organization. To address a continuity of human capital development throughout a managerâs career, Miami-Dade County launched a Professional Development Clinics program focusing on specific leadership competencies that were previously identified by internal focus groups as key core competencies in assuming a senior leadership role in the County. Miami-Dade County has over 30,000 employees with over 60 department directors and 5,000 supervisory and managerial personnel. The PDC program addresses a current gap in human capital development for management personnel. Human capital development is needed at all levels of the organization to assist in succession planning initiatives.
