The Miami-Dade Police Department (MDPD) is a County law enforcement agency with approximately 4,225 plus, full-time employees. Before entering into the current contract with Innovative Data Solutions, Inc. (IDS), MDPD had a hard-copy Departmental Manual (DM) with more than 1,700 pages which was distributed to employees utilizing a paper receipt process. IDS provides a high-quality computer software package, PowerDMS, that automates the access of (and the revision and distribution of) the MDPD DM and other MDPD Departmental Directives. This software package also allows revisions to the DM utilizing an electronic draft approval process, and has the ability to electronically transmit revisions to the DM and other directives to all employees or to selected groups of employees. The system utilizes electronic signatures to acknowledge receipt of revisions to the DM (and other directives); has a testing component; provides electronic maintenance and administration; and generates reports on all the above. To conform to Miami-Dade County standards, the software package allows for the upload of departmental procedures and directives documents in PDF and Microsoft Word formats. IDS also provides a “Power-Alert” component that automatically generates email messages to employees advising them that they have DM revisions and or Directives to sign for and review.
