The County of Los Angeles (County) successfully developed and integrated uniform discipline guidelines to ensure consistency in the area of Performance Management (PM), a secure and accessible online database to safely track and store highly sensitive personnel data, and created an executive management dashboard to provide Human Resources (HR) analytics regarding County employees. The development of a consistent approach to managing and disciplining employees, as well as the centralization of technology costs create ongoing savings to the County in the hundreds of thousands of dollars. In addition, there are substantial efficiency gains with respect to time spent by PM staff given the sophisticated reporting capabilities of the Performance Management Tracking System (PMTS). The PMTS allows PM staff to generate real-time summaries of departmental personnel data with a few clicks of a mouse. To fully maximize the value of the Countywide Discipline Guidelines (CWDG) and reporting capabilities of PMTS, in the next phase of our integrated performance management platform the Department of Human Resources (DHR) – a central County department with countywide responsibility for all human resources programs and services – developed an enterprise Executive Dashboard. Together, these integrated enterprise transformational initiatives have equipped departments, regardless of size and budget, with the tools to make effective use of their human capital and to respond in a timely and targeted manner.
