In August 2017, the Department of Human Resources Management (DHRM) received approval to implement the FulCo Bonus Launch. It was a landmark achievement, establishing the first performance based incentive compensation plan for Fulton County’s 5200 employees. Achievement of an external customer satisfaction rating is the trigger that determines if County employees will receive bonus funds. Once the customer satisfaction rating is achieved, the percentage of bonus funds distributed to employees is determined by the percentage of departmental Key Performance Indicators (KPIs) met/exceeded. The purpose of the program was to increase employee engagement by rewarding great work and providing additional training to help employees be successful. In doing so, we improve productivity, increase organizational efficiency and commit to 5 Star Customer Service for all customers. The Fulton County Employee Engagement Rating has increased 22.2 % since the plan’s initiation. Higher employee engagement reduces absenteeism, turnover and rework. Improved employee engagement enables the DHRM to redirect a portion of $13.2M expended in 2016 due to employee absenteeism and turnover. Improvement in these two areas will fund the FulCo Bonus Launch, highlighting the value of investing in employees to increase their level of engagement rather than paying for their lack of engagement. Additionally, the existence of the FulCo Bonus Launch increases the attractiveness of Fulton County as a ‘Best Place to Work’ which enables the County to attract higher quality job applicants as well as retain valued employees.
