The County of San Diego utilizes an Owner Controlled Insurance Program (OCIP) in order to purchase a large umbrella policy of general liability and workers’ compensation coverage for the general contractors and all subcontractors for selected capital (large) construction contracts. The purpose is twofold; reduce insurance costs through use of the umbrella policy and increase safety through the program’s safety review. The program was successfully used on two large projects and has been continued on four additional projects due to the demonstrated cost reduction and enhanced safety.
