Each year, the Weber County Clerk/Auditorâs office processes approximately 2,000 appeals of property value as the Clerk for the Board of Equalization (BOE). In the past, each application was received as a physical paper document with several pages of supporting information attached. These applications would then be manually entered into the computer system, and the pages scanned and included as electronic files. Weber County designed, created, and implemented the first online property valuation appeal submission system in Utah. The web-based system allows appeals and supporting documents to be filed online. Citizens filing appeals online now receive immediate confirmation that their application was received. Applications filed online must include supporting documents, reducing the number of incomplete applications. Processing time for online applications is half of that for paper copies, saving over 17 hours of manual data entry and scanning in the first year alone. In addition, the county reduced data entry errors and eliminated the printing of approximately 8,000 pages. The program has received glowing reviews from citizens. Even though Weber County did not heavily promote the new system when it launched, approximately 13% of appeals were filed online in the first year, with significant growth anticipated in future years.
