DHCA’s Multifamily Housing Section is responsible for financing and monitoring the acquisition, production, and preservation of affordable housing units; renovation of distress housing; creation of housing units for special needs residents; creation of mixed-income housing. Since Fiscal Year 2008, Montgomery County has provided nearly $1 billion of funding for affordable housing, which has helped to produce or preserve more than 60,000 dwelling units. Currently, the Multifamily Housing Section manages about 400 loans totaling more than $300 million and leveraging in the process some $1.5 billion in real estate. To support this level of effort, improve internal efficiency, enhance services to stakeholders, and provide management with quality actionable information, DHCA undertook to build a Portfolio Management System. The development of this new information system was part of a wider multi-year IT initiative meant to modernize all core departmental applications, build an efficient and scalable information infrastructure, and document comprehensive software development practices and guidelines. The project successfully delivered in a reasonable time a userfriendly system that efficiently supports the major activities of the Multifamily Housing Section and improves interaction with loan recipients and external agencies. It leverages the most current web technologies and development practices, exhibits a high degree of maintainability, and will grow in terms of functionality as the section enhances the services it provides and responds to new legislative requirements.
