The Medicaid Enrollment Program â DHS Outstation is a new service to the Wayne County consumers and is a collaboration between the County and State government of Michigan, working together in the spirit of cooperation to help consumers who are released from: Prisons, Jails, and State Hospitals so that they can receive timely enrollment of Medicaid benefits. Until receiving their Medicaid benefits, mental health consumer services are funded by State General Funds, which have been greatly reduced to the Detroit-Wayne County Community Mental Health Agency (Agency), leading to a limited benefit plan and waiting list for mental health consumers without Medicaid or other insurance. This program addresses the needs of Detroit-Wayne County consumers who are eligible for Medicaid, but not enrolled.
