DHCA’s Licensing and Registration Unit administers and enforces Montgomery County’s residential rental facility licensing laws for multifamily, single family, condominiums, and accessory apartments. In Fiscal Year 2016, 31,160 rental licenses were issued for more than 100,400 rental units and over $5.5 million in fees were collected. To support this level of effort, improve internal efficiency, enhance services to licensees, and provide management with quality actionable information, DHCA undertook to build a new licensing and registration management system. The development of this new information system was part of a wider multi-year IT initiative meant to modernize all core departmental applications, build an efficient and scalable information infrastructure, and document comprehensive software development practices and guidelines. The project successfully delivered in a reasonable time a userfriendly system that efficiently supports the major activities of the Licensing and Registration Unit. It leverages the most current web technologies and development practices, exhibits a high degree of maintainability, and will grow in terms of functionality as the unit improves the services it delivers to Montgomery County’s constituents and responds to new legislative requirements.
