The office of the Assessor/Recorder/County Clerk leveraged the use of mobile technology to automate the tracking and location of boats docked at marinas in San Diego County. The unsecured value assessment of boats is an annual event requiring the use of historical data, manual labor and heavy dependency on paper. The purpose of the program was to automate this process to eliminate the manual efforts, user errors and paper usage. The resulting application met all objectives from Day One producing an effective staff reduction of 1.5 FTE and a Return on Investment of approximately 2.8 years.
