The Pasco County Clerk and Comptroller’s Integrated Management Operating System utilizes a three-pronged approach to provide a comprehensive framework for developing meaningful and useful performance information. The primary component of the Clerk and Comptroller’s performance measurement tool is a manual management operating system, which, on its own, is a standardized, objective, and quantitative system that provides leaders with the ability to efficiently and effectively utilize resources. When utilized alone, however, the system is cumbersome and labor-intensive. Therefore, in conjunction with the management operating system, the Pasco County Clerk and Comptroller’s Office utilizes an additional software component called ActiveStrategy. The ActiveStrategy software takes the information that is put into the management operating system and uploads, stores, and tracks that information so that managers can view large quantities of performance data generated by the management operating system each week. The third and final component of the system is a configuration of methodologies developed to automate the way performance data is gathered from the perspective of time and volume. It quantifies for its users how much time is spent on activity completion and how many activities are completed each week.
