Prior to September 1, 2007, stormwater regulations in Lexington County, South Carolina varied depending on the location of the new development within the County. New development had to comply with the requirements of two different state stormwater regulations and various local requirements of the County and its 14 municipalities. In order to limit confusion and improve water quality, Lexington County chose to update its stormwater management ordinance and land development manual and implement the new requirements countywide. Through intergovernmental cooperation, the solicitation of public input, and researching the most practical ways to improve water quality, the County was able to implement new, more stringent stormwater regulations countywide. The County’s program is serving as a model for other areas of the state on ways to meet regulatory requirements while improving efficiency and facilitating coordination among local governments.
