The Homeownersâ Foreclosure and Financial Assistance Education Program was an effort to help the financially strapped citizens of Miami-Dade County who suffered from the prolonged economic crisis in 2009. The Miami-Dade County Consumer Services Department (CSD) presented a series of consumer education programs on legal representation in foreclosure cases, homeownerâs assistance, landlord-tenant issues related to foreclosed properties, and how to handle abusive debt collectors. Because these topics present such unique legal problems, the goal of the Consumer Services Department was twofold: To train lawyers on how t represent victims with foreclosure, debt, and landlord-tenant problems, who could not afford legal representation and to empower consumers with knowledge of their legal rights in the midst of a foreclosure crisis.
