In July 2013, San Bernardino County Sheriff John McMahon created the Homeless Outreach Proactive Enforcement (HOPE) program as a new, comprehensive approach to reducing homelessness and improving the quality of life for residents of San Bernardino County. The HOPE program represents a distinctive collaboration amongst a multitude of stakeholders from all levels of government, which collectively can provide a more meaningful and efficient response to homelessness. At the same time, taxpayer costs associated with the archetypal response to homelessness are substantially reduced.
